​​Are you free for immediate work? I am looking for an experienced HR Manager to provide support for my client for a 4 month contract.

This role will ideally to start immediately you will need to be living locally to Newquay or within a commutable distance as the role is office based.

The role will be working 20 hours a week, they are flexible on which days are worked and will be paying £31,099 to £33,820 Pro Rota depending on experience.

Role

  • Strategic HR Planning: Reviewing emerging structure changes and providing feedback and recommendation on all employment implications such as redundancy, ring-fencing, development roles etc

  • Recruitment: Overseeing the recruitment process, attracting, and retaining top talent, and ensuring fair and unbiased selection practices.

  • Employee Relations: Supporting/advising management through the process of employee grievances, disciplinary actions, being the lead on investigation of staff matters as directed by the Head of Paid Service and fostering a positive work environment.

  • Performance Management: Reviewing the performance appraisal systems, uploading the records from management meetings in relation to performance and setting employee targets onto the HR system. Also advising managers on suitable goals alighted to service and corporate objectives.

  • Team Training and team building: developing a planned approach to team building across the organisation including with elected members.

  • HR Policies and Compliance: Reviewing and updating HR policies, ensuring legal compliance, and keeping abreast of employment laws and regulations including a consistent application across the organisation.

  • Compensation and Benefits: Assisting with reviews on salary structures (JE). Managing the employee’s interaction with benefits packages such as techschemes, salary sacrifice and cycle to work schemes. Advising on our competitiveness with similar organisations in Cornwall.

  • Employee Engagement: Promoting employee engagement initiatives, conducting surveys, and addressing employee feedback.

  • HR Administration: Managing HR records, processes, and maintaining accurate personnel files, including HR software packages/tools.

  • Workplace Diversity and Inclusion: Promoting diversity and inclusion initiatives and fostering an inclusive work environment.

  • Employee on and off-boarding: Handling employee engagements, separations, conducting exit interviews, and ensuring a smooth offboarding process.

  • HR Reporting: Preparing HR reports and presenting HR-related data to senior management and the HR Sub-Committee.

  • HR Projects and Initiatives: Leading and participating in HR-related projects to improve organisational effectiveness and efficiency.

  • To be responsible for GDPR compliance within your areas of responsibility and service, advising relevant staff of any changes in processes needed, following liaison with the Data Protection Officer.

  • To advise the Chief Executive on legislative changes that may impact the financial and administration services, and to ensure that all related policies and procedures are maintained and up to date at all times.

  • To support the Chief Executive with updates to HR policies, contracts and associated duties as required.

  • To attend regular management and other internal meetings to ensure the smooth running of the Council’s establishment. Providing briefings to the Chief Executive and/or other relevant officers/managers as may be needed.

  • To review and provide a timely comment on all relevant reports to committees in the context of your areas of responsibility, advising the officers on the proposals and signing off reports for review by the Chief Executive.

Skills

  • A degree in Human resources management or relevant disciplines

  • A relevant professional certification - such as CIPD

  • 5-7 years experience in a HR role, such as a HR Generalist, HR business partner, HR specialist or similar.

  • Be a competent user of Microsoft office, including outlook

  • Good written and verbal communication skills with a keen eye for details and accuracy
