​A unique an exciting opportunity has become available to join one of Cornwall’s leading business’ in the role of Strategic Procurement Manager.

This exciting role will see the post-holder being responsible for taking the lead on the approach and delivery of all strategic objectives in relation to sustainable procurement and efficiently and effectively maximising value for money. Leading on driving cross-team and customer collaboration throughout the business to bring about efficiency and economies of scale and improved quality. This will include a training and awareness role to ensure all relevant staff across the company recognise best practice and legislative requirements in procurement and contract management.

The post holder will be responsible for engaging with senior stakeholders to ensure delivery of a range of projects including complex large-scale initiatives, as well as smaller projects as the work covers a mix of both. Analysing procurement spend, measuring the financial performance of this spend to ensure savings and value for money targets are achieved by the use of national, regional or local contracts. Also managing risk and mitigation assurance.

This role will see the chosen candidate building a close working relationship with key budget holders to determine their procurement requirements, assisting with pre-market engagement, drafting and reviewing tender documentation and taking the lead on running procurement exercises.

The postholder will be expected to engage in external groups and partnerships to enhance procurement awareness and seek out new ways to procure and explore joint working and collaboration with other organisations where this could benefit the business.

There will also be responsibility for overseeing a robust contract management framework ensuring all parts of the business possess supplier contracts, ensuring end to end contractual lifecycle performance against appropriate key performance indicators and effective, in-life cost savings, efficiency, and value for money delivery.

Essential skills, experience and qualifications:

  • CIPS Level 5 Diploma in Procurement and Supply or equivalent

  • Extensive commercial and procurement experience

  • Proven record of successful management of large, medium and organisational-wide procurement activities through end-to-end lifecycle

  • Understanding of the external influences that could impact procurement services.

  • Strong working knowledge of the Microsoft office suite

  • Experience of managing multiple projects simultaneously.

  • Attention to detail seeing tasks through to a high-quality finish.

  • Good negotiating skills, is able to deal with difficult customers, balancing the needs of the customer and the business.

  • Commercially astute, with strong analytical and research capability, striving to achieve best value in all dealings.

  • Strong planning and organisational skills, able to establish priorities and meet deadlines.

  • Good IT skills particularly in MS Office packages

  • Ability to analyse, assimilate new concepts, numerical and written information.

  • Remains focused and productive and maintains quality of work when under pressure.

  • Able to present and conduct self in a confident and professional manner.

  • Shows tolerance, respect and consideration for others.

This role is being offered on a full time permanent basis. Monday to Friday. No fixed hours, min 37 hours per week.
